How the Assessment Team works
Not a form. A team.
This surface is where you receive and review completed assessment work — it is not where the work happens. Compound Leverage operates an Assessment Team on Bowie BIC's behalf; this page shows what that team actually does.
Four functions, one record per applicant
Every applicant's assessment moves through four stages, each owned by a distinct function on the team:
- Company Profile Analyst — structures the applicant's intake into a standard profile, flagging any field it cannot confidently fill rather than guessing.
- Readiness Assessor — scores the profile against the program's own readiness dimensions, with a stated rationale for every rating.
- Program Fit & Pathway Analyst — drafts a recommended pathway and next step, grounded only in the profile and assessment already on record.
- Assessment Reviewer — an AI quality-control pass: checks completeness, verifies evidence, flags any unsupported conclusion, surfaces missing information in one place, and checks that the recommendation is actually consistent with the findings. This is not the human sign-off — it runs first, so your reviewer sees it alongside the recommendation rather than in place of making the final call.
Quick start
- Check status — the Home screen groups every assessment by where it stands: In Progress, Ready for Review, Accepted, Revision Requested.
- Open an assessment — click any card to see the full profile, readiness findings with their evidence, the proposed pathway, and the AI Reviewer's quality-control findings.
- Decide (Approver/Admin only) — from the Detail screen, click Accept assessment to record your organization's approval, or Request revision and describe what needs to change. The team reworks it and delivers a new version.
- Check prior versions — every version ever delivered, plus the full review history, is on the Version History screen — nothing is ever overwritten.
- Export — both the Home screen and the Insights screen (Approver/Admin) have an Export CSV button for your own records.
- Get notified — you'll get an email whenever a new version is ready for your review, including after a revision. A separate notification when an assessment first enters the queue isn't built yet -- check back here for that.
Sending us a new company for assessment
Intake still happens by email, the same way it does today — not through this workspace. To help the team move quickly, include:
- Company name, NAICS code(s), UEI, and CAGE code
- Current certifications and contract vehicles (e.g. 8(a), GSA Schedule)
- Capability statement (attached)
- Any past performance proof points you'd like considered
- Primary point of contact's email
Send this to [email protected]. The completed assessment will appear here as “Ready for Review” once the team finishes it.
Common requests
- Status check on a specific company — look for it here first, grouped by status; if it isn't showing yet, it hasn't reached “Ready for Review.”
- A finding looks wrong or needs more context — use Request Revision on that assessment and describe specifically what to re-check; a specific request moves faster than a general one.
- Add a new teammate — email [email protected] with their name, email, and the access level they need (Viewer, Editor, Approver, or Admin — see access levels below).
How an assessment actually gets worked
Nothing here starts because someone clicked a button on this screen — this surface is for reviewing finished work, not kicking it off. Right now, Compound Leverage receives each applicant's materials directly from Bowie BIC and begins work from there; there is no self-service submission on this screen yet. Once work begins on an applicant, the four functions above are each carried out in sequence, each one picking up exactly where the last left off:
- The Company Profile Analyst structures the raw intake first — nothing downstream starts until a profile exists.
- The Readiness Assessor scores that profile once it's structured.
- The Program Fit & Pathway Analyst drafts a pathway once a score exists.
- The Assessment Reviewer signs off once a pathway has been drafted.
That run produces one complete version, which lands here as “Ready for review.” If you request a revision, the same four-function sequence runs again on your feedback and produces a new version — it does not resume mid-sequence or patch the old one.
Every finding is evidence-backed
A rating is never asserted on its own — each one is tied back to the specific source document, checksummed and logged, that supports it. When the available evidence is not enough to rate something fairly, that dimension is marked as a gap instead of a guess. You can trace exactly what a finding is based on from the Detail screen.
Nothing is ever overwritten
A requested revision never edits the prior version — it produces a new, complete version that explicitly names the one it replaces. Every version ever delivered stays retrievable on the Version History screen, exactly as it was at the time.
Two separate approvals, on purpose
An assessment's internal readiness sign-off (by Bowie BIC's own COE reviewer) and your acceptance of the delivered output here are deliberately kept as two distinct records. Accepting a deliverable on this screen is your organization's own record of review — it does not alter the underlying assessment.
What your access level lets you do
Everyone invited can browse every assessment for Bowie BIC — the full findings, evidence, and version history. What differs by level is who can make this organization's official decision on a deliverable, and who sees the aggregate Insights view:
- Viewer Read-only. Can open any assessment and read everything on it — findings, evidence, rationale, full version history. Cannot accept a deliverable, request a revision, or open Insights.
- Editor Everything a Viewer can do. On this specific surface that's currently the same set of actions as Viewer, since there's no submission form here to edit — the extra capability (submitting new requests and clarifications) exists on Compound Leverage's broader portal, not on this review-only screen. Still cannot accept a deliverable or request a revision on your organization's behalf.
- Approver Everything an Editor can do, plus the authority to make Bowie BIC's official call on a deliverable: Accept it, or send it back with “Request a revision.” Also the first level that can open Insights, the aggregate view across all of Bowie BIC's assessments.
- Admin Everything an Approver can do. Reserved for whoever should ultimately be accountable for this workspace; it doesn't unlock any additional action on this screen today.

Workflows
Review and decide on an assessment
- Open the assessment from the Home screen (grouped under Ready for Review).
- Read the profile, the six readiness findings with their evidence, the proposed pathway, and the AI Reviewer's quality-control findings.
- Click Accept assessment to record your organization's approval, or Request revision and describe specifically what needs to change (see the Templates page for a starting structure).
- If you requested a revision, the team reworks it and delivers a new version -- you'll get the same "ready for review" email when it's back.
Submit a new company for assessment
- Compile the company's information (see the submission template on the Templates page).
- Email it to [email protected]. There's no submission form in this workspace.
- The completed assessment appears here, grouped under Ready for Review, once the team finishes it.
Check status or retrieve a prior version
- Open the assessment and click View version history for every version ever delivered, plus the full review-activity log.
- Use Export CSV on the Home screen for a point-in-time record across every assessment.
Add or change a teammate's access
- Email [email protected] with their name, email, and the access level they need (see Permission tiers).
- Access changes take effect on that person's very next action -- no re-invite or re-login needed.

Submitting multiple companies at once
You don't need a separate email per company. Attach a spreadsheet with one row per company (same fields as the single-company template above -- company name, NAICS codes, UEI, CAGE code, certifications, past performance, point of contact) and one capability statement per company. This is exactly how the original cohort was submitted.
Adding a file to a company already submitted
Reply to the original email for that company (or reference the company name clearly in a new one) with the additional file attached -- an updated capability statement, a new certification, a missing proof point. No separate process; it gets attached to that company's existing record.

- Approver/Admin only. Aggregate figures across all of Bowie BIC's assessments: counts by stage, readiness-level distribution, common gaps. Export CSV available.
- Account
- Who is authorized on this workspace and at what tier.

- A version is delivered and awaiting your organization's decision.
- Accepted
- Your organization's most recent decision on the latest version was Accept.

- Your organization's most recent decision was Request Revision; the team is reworking it into a new version.
How scoring & pathways work
The six readiness dimensions
Every company is scored against the same six dimensions, each on the same five-point scale:
- Federal Readiness
- Market Positioning
- Contracting Assets
- Delivery Capacity
- Teaming Potential
- Opportunity Fit
The five-point scale
- Emerging
- Early-stage federal readiness; major gaps or limited federal positioning.
- Developing
- Credible capabilities or experience, but additional refinement, validation, documentation, teaming, or positioning is needed.
- Ready
- Credible federal posture and suitable for targeted opportunity alignment or teaming discussions.
- Advanced
- Strong federal readiness, relevant proof points, certifications/vehicles, and realistic ability to pursue or team on near-term opportunities.
- TBD
- Not enough information to rate fairly -- never guessed.
Overall Rating
The same five-point scale, rolled up across all six dimensions into one aggregate rating.
The four pathway levels
- Level 1 -- Needs Development
- Foundational gaps; needs basic capability statement, validation, or positioning before active pursuit.
- Level 2 -- Contract Ready
- Has basic contracting posture and capability materials but needs focus, refinement, or teaming support.
- Level 3 -- Pursuit Ready
- Ready for targeted opportunities, teaming discussions, and agency/prime outreach with manageable gaps.
- Level 4 -- Prime Ready
- Strong enough for active prime/sub pursuit, defined opportunities, and near-term capture activity.
Detail-screen fields
- Overall Rating
- The aggregate readiness rating across all six scored dimensions (Emerging / Developing / Ready / Advanced / TBD).
- Findings
- One row per readiness dimension (Federal Readiness, Market Positioning, Contracting Assets, Delivery Capacity, Teaming Potential, Opportunity Fit), each with a rating, a stated rationale, and its supporting evidence.
- Evidence
- The specific source each finding is traceable to -- never asserted without one, unless the dimension is marked a gap instead.
- Proposed Pathway
- The team's recommended next step (e.g. "Level 3 - Pursuit Ready"), with written reasoning.
- AI Quality Review
- The Assessment Reviewer's automated check: completeness, evidence, unsupported conclusions, missing information, and consistency between findings and the recommendation. Informs your decision; does not replace it.
- Evidence-backed Gaps
- Any field or dimension the team could not confidently fill or score, flagged explicitly rather than guessed.
Permission tiers (full reference)
- Viewer
- Read-only: browse, open, and read everything.
- Editor
- Same as Viewer on this surface today -- no submission form exists here yet.
- Approver
- Everything above, plus Accept / Request Revision, plus Insights.
- Admin
- Everything Approver can do. No additional capability is gated behind Admin today.
Email notifications
Wired today: you receive an email whenever a new version is delivered and ready for your review -- including after a revision, which uses the same notification (not yet distinctly worded as "your revision is ready").
Not yet wired: a confirmation when an assessment is first received into the queue. Intentionally held for now rather than sent as a one-off email per company -- check the workspace directly in the meantime.
Architecture
What's actually running underneath this workspace, for anyone who wants to know what they have:
- Four independent AI functions, not one model call. Company Profile Analyst, Readiness Assessor, Program Fit & Pathway Analyst, and Assessment Reviewer each run as a distinct, gated step. None of them can skip ahead -- each one's output has to pass a real completeness check before the next one is even allowed to start.
- Every finding is checksummed and provenance-tracked. A rating isn't a free-floating number -- it's linked to a specific piece of source evidence, recorded with a cryptographic checksum, so what a finding is based on is always traceable, never just asserted.
- Nothing is ever overwritten. The data model is append-only: a revision creates a new, complete record naming what it replaces. Every prior version remains byte-for-byte retrievable, permanently.
- Enforced server-side, not just hidden in the interface. Your access tier (Viewer/Editor/Approver/Admin) is checked on every single request by the backend itself -- hiding a button in the interface is never the real security boundary here.
- Production cloud infrastructure. Runs on managed, auto-scaling cloud compute with a dedicated database for assessment evidence, encrypted at rest, fronted by enterprise edge infrastructure (Cloudflare) for delivery and security -- the same class of infrastructure used for production systems generally, not a prototype.

- I didn't get a sign-in email
- Check spam first. If it still doesn't arrive, email [email protected] -- some inboxes have had delivery issues with specific sending domains.
- My sign-in link expired
- Links are single-use and short-lived by design. Just request a new one from the sign-in screen.
- Can I submit a new company here?
- Not yet -- intake stays by email for now. See "Sending us a new company" in How this works.
- Can I search for a specific company?
- Not yet built. Assessments are grouped by status only; use your browser's find-on-page for now.
- Something looks broken
- Email [email protected] -- not Marvin directly -- so it gets tracked and triaged.
